REGULAR MEETING

April 9, 2018                                                                   7:00 PM

AGENDA

1. Call to Order by President Black. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: March 26, 2018

4. Audience Participation: Any item on the agenda.

5. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Adopt Resolution 2018-R-12, a resolution of the Board of Commissioners of Lower Allen Township, Cumberland County Pennsylvania, approving the destruction of certain Township records in accordance with the Pennsylvania Records Retention Schedule.

b. Adopt Resolution 2018-R-14, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, authorizing the President of the Board of Commissioners to Execute Documents for Pennsylvania Department of Conservation and Natural Resources for Grant Agreement Signature Page.

c. Tax Collector’s March 2018 monthly report.

6. PRESIDENT BLACK

a. Check Register of March 30, 2018 in the amount of $112,769.14. Voided Check Register for March in the amount of $150.00.

b. Accept a motion to approve ORDINANCE 2018-02, modifying and changing the code of the Township of Lower Allen by deleting chapter 61, Alarms and enacting a new Chapter 61, Alarms.

c. Motion to adopt Resolution 2018-R-13, approving the transfer of restaurant liquor license No. R-15960 into Lower Allen Township.

d. Resolution 2018-R-15, a Resolution of the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, proclaiming the month of April 2017 to be Pennsylvania 811 Safe Digging month.

7. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

8. TOWNSHIP ENGINEER

a. Discussion: Traffic Signal Modifications: blanket resolution for PennDOT

b. Discussion: Right-of-Way Ordinance

9. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion: Staff requests authorization to prepare a resolution declaring May “Building Safety Month”, in conjunction with International Code Council public awareness efforts, for action at the April 23, 2018 regular meeting.

b. Zoning Hearing Board Report.  

10. MANAGER

a. Discussion and possible action: Permission to advertise Ordinance 2018-03, authorizing our fire companies to bill for materials and equipment.

b. Fair Oaks sewerage project: DOLI Corp. won the Authority’s bid to install sewer lines in Fair Oaks.
