3. Approval of Meeting Minutes: August 10, 2020 Regular Meeting

6. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of July for Community Development, Fleet Maintenance, Township Engineer, Facility Maintenance, Public Works and Public Safety.

b. Tax Collectors July Monthly Report.

7. PRESIDENT VILLONE

a. Accept a motion to approve the Check Register of August 14, 2020 in the amount of $711,387.42.

b. Accept a motion to approve the retirement of Barry Zook, Maintenance Specialist in the Public Works Department, effective August 14, 2020.

c. Accept a motion to approve the release of Paramedic Michael Houser from probationary status effective August 10, 2020.

8. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

9. TOWNSHIP ENGINEER

a. Discussion and Possible Action: Payment of Invoice No. 1 to Pennsy Supply, Inc., final invoice for 2020 Street Pavement Resurfacing Contract, in the amount of $382,996.79.

b. Discussion and Possible Action: Approve a decrease in Improvement Security for SLD Docket No. 2015-08, Highpoint 1.5, establishing a new amount of $342,192.35 and a new expiration date of August 10, 2021.

c. Discussion and Possible Action: Request for Waiver of the requirement in Section 192-51.C that a PennDOT Highway Occupancy Permit (HOP) be issued prior to recording a plan, for SLD Docket No. 2017-04, Final Subdivision and Land Development Plan for 145 S. Locust Street.

d. Discussion and Possible Action: Request from Liberty Forge and Lucky Bear LLC to submit a request to FEMA regarding Flood Insurance Rate Map revisions.

10. FINANCE

a. Discussion and possible action: Refinancing of 2012 & 2014 bond series, and 2013 pension bond.

b. Discussion and possible action: Resolution 2020-R-22, 2021 Pension Budget and Minimum Municipal Obligations.

c. Discussion: 2020 Budget calendar

11. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion: Continuation of the Public Hearing on Ordinance 2020-02, An Ordinance of the Board of Commissioner of Lower Allen Township, Cumberland County, Pennsylvania, amending the code of the Township of Lower Allen, Chapter 220, Zoning, by modifying certain parking standards including those in the transitional neighborhood development (TND) overlay district.

a. Discussion: Updates to Chapter 180, the Solid Waste Ordinance.

b. Discussion and possible action: West Shore Recreation Commission’s 2021 budget and per capita rate.
