1. Call to Order by President Villone. Proof of Publication.

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: February 8, 2021

4. Bid Opening: Moreland Detention Basin Retrofit Project

5. Audience Participation: Any item on the agenda.

6. CONSENT AGENDA
Any Commissioner, Staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of January for Community Development, Fleet Maintenance, Facility Maintenance, Township Engineer, Public Works, and Public Safety.

b. Tax Collectors January Monthly Report.

7. PRESIDENT VILLONE

a. Motion to approve the Check Register February 12, 2021 of in the amount of $332,880.26.

b. Accept a motion to appoint Allison Hanna, 5554 Moreland Court, Mechanicsburg, to the Lower Allen Township Recreation & Parks Board to fill the unexpired term of Charles Angelo.

8. Any business pertinent to the Township. Discussions will be limited to fifteen (15) minutes per person.

9. TOWNSHIP ENGINEER

a. Discussion and possible action: Adopting Resolution 2021-R-07 Authorizing Placement of a Banner Across Arcona Road (SR 2015).

b. Discussion and possible action: Drainage Plan No. DP 2017-02, 1 Hartzdale Drive.

10. STORMWATER PROGRAM MANAGER

a. Discussion and possible action: Board of Commissioners letter of commitment – Chesapeake Bay Trust Grant Application.

b. Discussion and possible action: Adopting Resolution 2021-R-09 authorizing Township staff to submit proposals to the Chesapeake Bay Trust Green Streets Grant Program for installation of pervious pavement and bioretention cells in the Shireman Manor Neighborhood.

11. FINANCE

a. Report on 2020 operating results

12. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion and possible action: Authorize staff to advertise to hire a Construction Code Official to fill the vacancy. This is a budgeted expense.

b. Discussion and possible action: Authorize staff to pay $11, 345.00 to General Code Services for the implementation of the new Codes permitting software. This is a budgeted expense.

13. PUBLIC SAFETY

a. Discussion and possible action: Civil Service Commission Activation updated request.

b. Report on Safe Policing for Communities

a. Report on the Trap, Neuter & Return program.
