STORMWATER AUTHORITY	LOWER ALLEN TOWNSHIP
REGULAR MEETING	MAY 4, 2023
The following were in ATTENDANCE:

Chairman Johnson called the May 4, 2023, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:24 pm. He announced the meeting had been duly advertised for publication.

APPROVAL OF MEETING MINUTES
Ms. SHULER moved to approve the minutes from the April 6, 2023, Regular Meeting. Mr.  SCHIN seconded the motion. The motion carried 4-0 with one abstention.

AUDIENCE PARTICIPATION
2023 Audit Presentation – Brown, Schultz, Sheridan & Fritz.

Mr. Brian March introduced himself as the principal auditor conducting the fieldwork and report for the annual audit. He presented a summary of the Audit Report, and noted the results were an un-modified, or “clean” opinion. He also presented details of the various components of the report and reviewed the financial statements. He noted that there were no concerns about operations or internal controls.

SOLICITOR’S REPORT
Mr. Miner indicated he was continuing to monitor the West Chester case and related issues and had nothing new to report.

TREASURER’S REPORT
Mr. Schin reported that the April 26, 2023, total cash balance of the Fund was $2,988,716, a decrease of $250,086 since the prior meeting.

Property

Below is a summary report of Stormwater billing accounts deemed “Uncollectable” with total balances

through 3/30/2023. These balances include past due principal amounts plus penalties through the last

billing period (2023-Q2). Late penalties for 2023-Q1 are reflected in the figures.

Mr. SCHIN motioned to approve the Treasurer’s Report.  Mr. BUCHER seconded the motion. The motion carried 5-0.

PUBLIC WORKS DIRECTOR REPORT:
Credit and Appeals Monthly Report
Director Davis reported there were no credits and no appeals since the last meeting.

With no other business pertinent to the Authority, the Regular Meeting of the Stormwater Authority adjourned at 8:00 PM.
