AGENDA

1. Call to Order by President Villone. Proof of Publication

2. Prayer and Pledge of Allegiance.

3. Approval of Meeting Minutes: December 11, 2023 Regular Meeting and January 2, 2024 Reorganization Meeting

4. Audience Participation: Any item on the agenda.

5. CONSENT AGENDA
Any Commissioner, staff member, or anyone in attendance who would like to have an item on the Consent Agenda removed for further discussion can request so now. Is there a request for the removal of an item(s) on the Consent Agenda?

Accept motion to approve the items on the Consent Agenda, which are listed as follows:

a. Department Reports for the month of December for Community Development, Fleet Maintenance, Facility Maintenance, Public Works, Public Safety.

b. Tax Collector reports including revised reports for September through November, 2023 and original reports for December 2023, and the January 2024 & EOY 2023 report.

c. Check Register of January 11, 2024 in the amount of $55,962.23 (for 2023 payments).

d. Check Register of January 12, 2024 in the amount of $ 243,743.99 (for 2024 payments).

e. Moving Laurie Nissel from probationary to regular full-time status as Police Records Supervisor in the Police Department effective December 27, 2023.

f. Moving Margaret Feldman from probationary to regular full-time status as Police Records Specialist in the Police Department effective January 17, 2024.

g. Moving Julie Koranda from probationary to regular full-time status as Accounting Specialist in the Finance Department effective January 5, 2024.

6. PRESIDENT VILLONE

a. Any business item(s) from the President.

7. Any business pertinent to the Township. Discussions will be limited to ten (10) minutes per person.

8. PUBLIC SAFETY DIRECTOR

a. Presentation and discussion: Conceptualization of a shift stipend and bonus program for volunteers.

9. PUBLIC WORKS DIRECTOR

a. Accept a motion to approve 2023 Infrastructure Repair and Paving Project Payment Estimate No. 3 in the amount of $765,739.82 to Kinsley Construction, Inc. which includes the following Change Orders.

i. Change Order No.1 for $208,134.11.
ii. Change Order No. 2 for $18,875.39.

b. Accept a motion to approve for staff to prepare and advertise bid specifications for the 2024 Stormwater Basin Retrofit Projects.

c. Accept a motion to approve for staff to prepare and advertise bid specifications for the Stormwater Basin Bioretention Maintenance for 2024 and 2025.

10. COMMUNITY AND ECONOMIC DEVELOPMENT

a. Discussion and possible action: Financial security reduction request #3 for Lark Meadows in the amount of $23,787.60 leaving a financial security balance of $119,051.86 and a new expiration date of January 22, 2025.

b. Discussion and possible action: Financial security increase for Lower Allen Commons, Condominium #2, Mountz Jewelers to a new amount of $71,415.41 and a new expiration date of January 22, 2025.

11. MANAGER

a. Discussion and possible action: Approval of Firefighter tax credits for tax year 2023.

b. Discussion: Norfolk Southern Lemoyne Connection Track Project
