MINUTES

STORMWATER AUTHORITY LOWER ALLEN TOWNSHIP
REGULAR MEETING JANUARY 4, 2024
The following were in ATTENDANCE:

Chair Johnson called the January 4, 2024, Regular Meeting of the Lower Allen Township Stormwater Authority to order at 7:30 pm. He announced the meeting had been duly advertised for publication. He also announced Richard Schin, treasurer, was absent with excuse.

APPROVAL OF MEETING MINUTES
Ms. SHULER moved to approve the minutes from the December 7, 2023, Regular Meeting with correction. Mr. EDWARDS seconded the motion. The motion carried 4-0.

SOLICITOR’S REPORT
Mr. Miner reported that there had been no activity regarding the West Chester Borough and University case.

TREASURER’S REPORT
In the Treasurer’s absence, Mr. Edwards reported the total cash balance, as of December 22, 2023 was $3,401,554, a decrease of $528,888 since the prior meeting.

Below is a summary report of Stormwater billing accounts deemed “Uncollectable” with total balances through 12/22/2023. These balances include past due principal amounts plus penalties through the last billing period (2024-Q1). Late penalties for 2024-Q1 are reflected in the figures.

Mr. BUCHER motioned to approve the Treasurer’s Report. Ms. SHULER seconded the motion. The motion carried 4-0.

PUBLIC WORKS DIRECTOR REPORT:
Credit and Appeals Monthly Report
Director Davis reported on receipt of a credit application for a property on Woods Way, which was reviewed and approved for mitigating 100% of their stormwater volume  with an infiltration facility. They will be granted a 50% reduction in the stormwater fee. There were no appeals.

Truck Center Subdivision & Land Development Plan
Director Davis presented the land development plan and post construction stormwater management plan for discussion. L.B. Smith has submitted plans for the development of a Ford truck service center to be located along Gettysburg Road east of the Township Building between the Brewhouse Grill and the railroad tracks. The proposal combines several lots into one, demolishes all but one building at the east corner and the construction of a Ford Truck Center to maintain and service F150-F550 trucks. The truck center building will be towards the rear of the site. The project includes cleaning up and improvements to the roadway, new sidewalk and curbing, a connection to the Brewhouse in the existing driveway, and improvements to stormwater and sewer infrastructure and management. A new sewer main will be installed and reconnected. The stormwater infrastructure improvements will reduce the stormwater leaving the site through the infiltration of 100% of the stormwater on site with a sub-surface facility beneath the parking lot.

Members reviewed the plans and discussed the remaining issues which stem from stormwater originating from Camp Hill Borough. The stormwater coming from Camp Hill Borough will not be mitigated with this plan, however the improvements included in the plan, which go over and above the township requirements, should help to mitigate the concerns downstream.

Director Davis noted that the Township work on the project is near completion, however the water company is still replacing lines and the paving will be completed in 2024.

Other Business
An update was provided on the activity related to collections by Portnoff for delinquent accounts. Director Davis said that having Portnoff conduct the collection activity has resulted in a significant savings of staff time.
