LOWER ALLEN TOWNSHIP DEVELOPMENT AUTHORITY

REGULAR MEETING FEBRUARY 20, 2024

The following were in attendance:

Edward Black was absent with excuse.

Mary Ellen Banks, Recording Secretary called the meeting of the Lower Allen Township Development Authority to order at 6:05pm and announced Proof of Publication was available for review.

REORGANIZATION
Mr. EBY made a motion to nominate Mr. Max Stoner as Chairman of the Development Authority for 2024. Mr. MARONE seconded the nomination. Motion carried, 4-0.

At this point, Mrs. Banks turned the meeting over to Chairman Stoner.

Mr. MARONE made a motion to nominate Mr. Edward Black as Vice Chairman of the Development Authority for 2024. Mr. O’SHEA seconded the nomination. Motion carried, 4-0.

Mr. O’SHEA made a motion to nominate Mr. John Eby as Secretary of the Development Authority for 2024. Mr. MARONE seconded the nomination. Motion carried, 4-0.

Mr. EBY made a motion to nominate Mr. Sal Marone as Treasurer of the Development Authority for 2024. Mr. O’SHEA seconded the nomination. Motion carried, 4-0.

APPROVAL OF MINUTES OF DECEMBER 18, 2023
Mr. EBY made a motion to approve the minutes of the December 18, 2023. Mr. O’SHEA seconded the motion. Motion carried, 4-0.

PUBLIC COMMENT – THERE WAS NONE.

UPDATE ON SEARCH FOR AN ECONOMIC DEVELOPMENT DIRECTOR
Mr. Vernau updated the Board on the search for an Economic Development Director. He explained they have received eight resumes and conducted four interviews. Mr. Vernau reviewed each of the four candidates with the Board and explained there has been no final decision for selection as of now.

STAFF UPDATE – MR. VERNAU:
The following are projects underway in the Township:

• There are several stormwater basins in the plans.
• Cedar Run Business Park – they are applying for a grant and have asked us for a letter of support
• Trinity High School – we just released most of their security for their gymnasium
• Arcona is getting ready to start in earnest with their next phase. Mr. Vernau said that he was just reviewing plans and he will have our traffic engineer tell him if he sees a 3^rd round-about because that was in the original plans. He also mentioned the barn that sits very close the road; that the plans are to move or remove this barn. He explained they had done their historical review and found that it was not a historical building. He did mention that there probably are some residents in the area that would not be in favor of doing that, so we will see where that goes since the plan right now is to move the barn.
• There is no interest in BJ’s property yet.

NEXT MEETING OF THE DEVELOPMENT AUTHORITY
The next meeting of the Development Authority is scheduled for Monday, March 18, 2024 at 6:00pm.

Mr. EBY made a motion to adjourn. Mr. O’SHEA seconded the motion. Motion carried, 4-0. Meeting adjourned at 6:20pm.
