New Look and Format
Quarterly Utility Bills
Sewer, Trash, and Storm Water

Second quarter combined utility bills for sewer, refuse (trash, recycling, and yard waste), and storm water fees are on the way!  You will notice an entirely new look and format for your bill.  The Township updated formats for a number of reasons including cost and efficiency.  The 2024 rates and billing schedule for billing, due, and late dates has not changed.  The detachable return envelope is no longer included.  We continue to offer multiple options for payment including in person, using the after hours drop box, by check, or by credit/debit card using our third party processor (subject to a nominal fee), or through automatic deduction by enrolling in our ACH program.

Pedestrian Improvement Projects:
18th & Hummel; and Wesley & Royal

Project Description:
In 2018, Lower Allen Township updated its Comprehensive Plan and developed four (4) priorities for the next ten (10) years.  One of the priorities included: “expand pedestrian and bicycle connections”.  An action item in the plan included convening a Ped/Bike Task Force and creating a plan for prioritizing ped/bike projects.  The Lower Allen Ped/Bike Plan was completed and adopted by the Board of Commissioners in the fall of 2019.

Two projects identified in the study are being advanced by the Township:

  1. Pedestrian improvements at 18th Street and Hummel Avenue.
  2. Pedestrian improvements at Wesley Drive and Royal Drive.

Drop-Off Reminders

The Public Works Facility is located at 1400 St. John’s Road, Camp Hill, and is open weekdays (and limited Saturdays) from 7am to 2:30pm for drop-off.  ALL residents and contractors MUST sign-in at the onsite office prior to making any drop-offs at the brush pile or dumpsters. 

Residents are limited to four (4) drop-offs each per year, for yard waste and bulk items.  After that, the standard rate of $25 per drop-off will apply and the fee must be paid at the Municipal Services Center (MSC, located at 2233 Gettysburg Road, Camp Hill) prior to the drop-off at the Public Works Facility. NOTICE IS HEREBY GIVEN that the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, will consider the enactment of Ordinance 2023-03 at a Public Meeting on Monday, August 14, 2023 at 6:00 pm at the Municipal Services Center, 2233 Gettysburg Road, Camp Hill, PA  17011, or at a subsequent meeting held thereafter by the Board of Commissioners.  A summary of Ordinance 2023-03 is as follows:

AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF LOWER ALLEN TOWNSHIP, CUMBERLAND COUNTY, PENNSYLVANIA AMENDING, CHANGING AND MODIFYING THE NON-UNIFORMED DEFINED BENEFIT PENSION PLAN ORDINANCE.

A copy of Ordinance 2023-03 may be examined at the Municipal Services Center, address as stated above, Monday through Friday, during the hours of 8:00 am and 4:00 pm in the office of the Township Secretary and on the Township website at www.latwp.org.

NOTICE IS HEREBY GIVEN that the Board of Commissioners of Lower Allen Township, Cumberland County, Pennsylvania, will consider enactment of this ordinance at a Public Hearing on Monday, August 28, 2023, commencing at 5:00 P.M., prevailing time, at the Township Municipal Services Center, 2233 Gettysburg Road, Camp Hill, Pennsylvania, 17011 or at a subsequent public meeting of the Board of Commissioners.

ORDINANCE NO. 2023-04

AN ORDINANCE OF THE BOARD OF COMMISSIONERS OF LOWER ALLEN TOWNSHIP, CUMBERLAND COUNTY, PENNSYLVANIA, AMENDING, MODIFYING AND CHANGING THE CODE OF THE TOWNSHIP OF LOWER ALLEN, 1997, CHAPTER 110 – FLOODPLAIN MANAGEMENT.

The amendments to Chapter 110 proposed by Ordinance No. 2023-04 are summarized as follows:

  1. Additions and modifications to definitions.
  2. Text additions and modifications to be compatible with the Pennsylvania. Uniform Construction Code (UCC).
  3. Text additions and modifications to comply with updated requirements of the National Flood Insurance Program (NFIP), in accordance with direction from the Federal Emergency Management Agency (FEMA) and the Pennsylvania Emergency Management Agency (PEMA).
  4. These changes are in response to Act 65 of 2022 which amended the Floodplain Management Act of 1978.

A copy of the full text of the proposed Ordinance may be examined at the Township Municipal Services Center, address as stated above, Monday through Friday, during the hours of 8:00 A.M. and 4:00 P.M., prevailing time, or in the office of the Secretary of Township.  The Ordinance is also available on the Lower Allen Township website at www.latwp.org

NOTICE OF INTRODUCTION

OF PROPOSED CODE ADOPTION ORDINANCE

Please take notice that a proposed Code Adoption Ordinance was introduced by the Board of Commissioners of the Township of Lower Allen at a regular meeting of the Board of Commissioners held on the 24th day of July, 2023. A copy of the proposed Code Adoption Ordinance and the Code may be examined in the office of the Township Manager. A summary of the proposed Code Adoption Ordinance is as follows:

ORDINANCE 2023-05

An Ordinance to approve, adopt and enact an ordinance codification for the Township of Lower Allen, County of Cumberland, Commonwealth of Pennsylvania; to provide for the repeal of certain legislation not included therein; to save from repeal certain other legislation not included therein; and to provide penalties for violations of the Code.

Please take further notice that the Board of Commissioners intends to adopt the proposed Code Adoption Ordinance on August 28th, 2023. A copy of the Code Adoption Ordinance proposed for adoption is on file in the office of the Township Manager, 2233 Gettysburg Road, Camp Hill, Pennsylvania, where it is available for inspection from 8:00 am until 4:00 pm Monday through Friday.

Dog Park Now Reopened

The Dog Park has reopened on February 15, 2023 for registered users. Thank you for your patience while maintenance and improvements were undertaken. Please take note updated Dog Park Rules have been posted at the entrance. We would kindly ask that no personal property, ranging from dog bowls and toys to lawn chairs and furniture be left in the Dog Park when you leave.
